The server runs on UTC+9 and the event opens at :00 past the hour on server time. The third column is UTC. In most time zones the minute is the same as on the server; in a few, such as India, it is half past.

How to join
Unlocks: Level 10, then the quest Visions in Smoke (Elyos) or Urgent Pursuit (Asmodian).
Main Menu, Content, Shugo Festival. Games open at the top of every hour: click the timer beside your map during the 3-minute countdown and pick a game. This starts from a menu, not a place on the map.
You can play without keys, but you need one to claim the reward. Server keys are shared by your characters on that server.
Daily reward keys
You need a reward key to open the Festival's reward chests; you can play without one. The tracker counts 3 keys a day for the server (shared by your characters on it) and 4 a day for each character.
The daily keys refill at the daily reset, 16:00 server time (07:00 UTC). See the reset times in your own time zone.
